Install Enforced Stream Silencer, open the app and check box to disable camera shutter sound. It's worked for me on Motorola Photon and Galaxy S4 for Sprint. Phone does not need to be rooted or unlocked. Apk and source here: https://sites.google.com/site/enforcedstreamsilencer/
