Yes that's the right screen. Very odd unless it's a country/ provider thing? I'm Uk and sim/ contract free.

The way I bring up the option is: Gallery - Select a picture - MORE - Set As Wallpaper - Choose any (eg. Home and lock screen) then you should see the same as below, even though it doesn't work.

If Samsung had intentionally removed the wallpaper motion effect I doubt it would still be an option (albeit an option that doesn't work). Therefore it's more likely to be a glitch, on that will hopefully be addressed in the next update. IF it was done intentionally to save battery power then...
