I was facing the same issue and I tried below settings now I can access Google photos . steps : 1. Go to phone settings 2. Click on apps 3. Click on all tab 4. Select photos 5. Click on force stop and disable buttons 6. Click on enable It is working fine for me you can try from your end too.
