I have noticed the delay as well. It was much faster before the update. I actually really like the update, but this is a minor annoyance.

I have a Pixel with a Spigen case and use Waze everyday to and from work. I've never had any issues with GPS locking on.

I had the same issue in my car (2015 BMW 328) with the Nexus 5X and still have the same problem with the Pixel. Not sure why the phone can override the radio, but Google Maps (or Waze for that matter) can not. What I find even more annoying is if I'm listening to a Podcast on Google Play...

Not sure if you are trying at home or at work. I had this problem years ago and it turned out the firewall at my office was blocking the play store. I don't remember the specifics, but take a look and see if your router/firewall is causing the issue.
