I have a Note 10.1 (2012) that has "rows" of spots, vertical. They are the same size as the 'dot' that shows under my finger tip when I try to use the touch screen tabs along the edges of the screen. When the spots show up the icons on the screen don't respond to touch. This started a few weeks...

If your MAC gives you the choice to Ignore or Eject, tap Ignore, then go ahead. Has worked multiple times for me. Connection between MAC and DINC was USB, with selection to disc drive for phone. Hope this answers at least part.
