Don't know if it will fix the problem for anyone else but uninstalling adblock plus fixed the issue for me. In my case s-voice would not work on any wifi connection. Adblock plus was only blocking ads on wifi connections so I took a wild guess and I was right. S-voice has been working perfectly...
