I can only switch mine off after I've unlocked it,I don't remember any setting I had to do for it though.

I am able to but it's a bit hit and miss,sometimes my watch rings but other times not and it's delayed too, sometimes watch doesn't ring and show notication until around 5 seconds after phone starts ringing.

long pressing the middle button for around 10secs also switched the watch off before aw 2.0 update, I've always turned it off when I got home.

I can confirm my handset doesn't exhibit that behaviour, if I press power button while on a call it locks the phone, I am not able to do anything else on the phone unless I unlock it again.
