I have had this exact problem with my 2012 nexus 7. Google not interested and Asus said it sounded like hardware. I have hung on to it in case anyone ever comes up with a fix

do you have enough available memory? is your battery charged? probably stupid questions, but sometimes worth asking the obvious :)

I've tried this but as I can't get into device to change usb debugging settings. I can't get it to do anything.

mine arrived automatically today. seemed to install fine and then rebooted as expected with the nice new moving dots... .....hours later that's still where I am. I've tried holding down the power button. I've even got desperate enough to go into recovery mode and do a factory data reset. but...
