First, your not running stock everything if your using a Samsung phone. Samsung does not run stock Android! Maybe you have your voicemail set to only ring a few time's. Hope that helps...

Once connected to the Play Store his phone should update most if not all of the apps he had installed icons and all. If not he can go to his library at the Play Store and see a history of everything he uploaded from it. Some paid apps may not have installed but he should be able to reinstall...

By power I think he's referring to the battery menu. The battery in the battery menu looks a little different. So does the storage menu... Looks like Google may have changed the fonts in all the menus.. let me know what y'all think?

Is it the stock charger that came with the phone? If yes try reversing the usb-c connector. Exchange the end in the charger for the end that goes in the phone, see if that helps.... You can also try replacing the usb-c cable altogether.. Good luck!
