Settings > Connections > Wi-Fi > Advanced > Turn OFF "Passpoint" did the trick.. None of the reset instructions for the router, WAN or anything else had any effect. This was one a brand new Samsung TAB. We set it up at home and it worked fine. We took it out to a restaurant and it worked fine...
