I had the issue of needing to restart Bluetooth to get my Moto X (2014) to connect to my car. Inspired by the GasBuddy problem, I looked at other apps that were active and had Bluetooth access. I uninstalled the Dunkin Donuts app and now my car connects with my phone! I even reinstalled the app...
