I am having this problem as well, and I am in Raleigh, NC. So switching out the phone is not the solution? I am on day 2 with this phone and I can't dial my voicemail. If I dial *86 from the phone, it dials 00151XXXXXXXXX. Really sucks. I tried rebooting it twice today and nothing works...
