Apple sets the rules for their phones.. Samsung obeys by the carrier rules. An unlocked iPhone will work with every major carrier in the US with all of the features (WiFi calling, VoLTE/HD Voice) that the carrier supports. Samsung? Not so much, support varies by carrier.

This is a T-Mobile thing, they do not have HD Voice interoperability between them and AT&T or Verizon regardless of the phone used. For T-Mobile <-> T-Mobile I have not tested it myself but they are pretty open on *their* network so I would presume it works intra-T-Mobile but I have not tested...
