Do you have advanced calling activated in the device settings? Settings > Cellular > Cellular Data Options > Enable LTE > "Voice and Data" Beyond that, you just need to be in a 4G area. If your in a 3G area, then the phone has to use the 3G to talk, and you won't be able to use it at the same...
