Rice doesn't work at all for soaked phone. It's only an urban legend. Every good technician will tell you... Only help is removing battery and going to service. They will use isopropyl alcohol for cleaning. But of display shows lines, then I think, they will have to replace it.

Rice? OMG... You really mean rice? It's scam... If the phone isn't water resistant, you can throw it away (depends, how old is it)... If it is possible, remove battery and go to service.
