    Do you have wifi calling turned on? Not sure all phones/carriers leverage it this way, but for some when wifi calling is turned ON, it is not just calling but texting as well that goes through wifi. AT&T and T-Mobile I know do it this way.

    I keep periodically having this pop up. No rhyme or reason, just will notice the blue circle - has been from an iphone user each time I see it. Will eventually "download" and it goes away, but nothing ever comes through. 🤷‍♂️
