Thanks man. Did you leave the ?Use High-Quality Image Processing? setting ON along with using Resize or did you keep it OFF?

That's what I'm guessing. I unchecked the "Use high-quality image processing" feature. Hopefully that'll take care of the problem. I'll let you guys know if so.

Apparently it's a known problem according to IG. I filled this report out from their website: Instagram Help Center | Facebook Hopefully they fix it asap.

Yeah I just finished filling out that report too. Hopefully they have a fix for this soon. I just got my Samsung GS4. I love it, but as a heavy Instagram user, this is quite disappointing.
