Well, here we are in 2025 and one of the recent Pixel updates finally allows me to do what I always wanted and limit charging to 80% in settings.

I found the root cause to this problem. Really obvious ! The in car phone holder clamps on the side of the phone. This contacts the volume down button. 99% of the time it's OK. Then just occasionally, it gets squashed hard enough to reduce the volume. Including when 75% of the way...
