I had the same problem for months until my s4 stopped recognizing any Sim cards I placed in it. Problem is the phone was region locked even tho it was network unlocked... Solution...root phone and download "RegionLockAway-v1.3.apk". It will unlock the regional lock and fix problem by updating...
