I had the same problem with my Galaxy note 10.1 N8000 Tablet and I figured that the battery charges VERY slowly when the tablet is on with the red X sign and also charged while the tablet is off. I had another Samsung Tablet 2 7" and i just swapped the cables of their chargers and then it worked...
