One more thing to add...I went into youtube with the nav bar turned on, selected a video and clicked the 1440 option and with the video still running disabled the nav bar again. After this all videos have the highest quality option back even with the nav bar removed. So I'm definitely confused...

So fwiw I figured out the issue. Disabling the nav bar on the s9 using one plus gestures app is what caused it. With the nav bar turned back on my quality options are back.

Can't believe no one else has had this issue.

Any other suggestions?

Yep tried clearing cache and data, disabled and re enabled, uninstall all updates. No luck.
