I had the exact same problem with the latest update (Android 6.0.1, security level Nov 1, 2016) on a Samsung Galaxy S7 Edge. I went so far as to do a hardware exchange to solve the problem - of course the problem came back on the second device. Solution posted here immediately fixed the issue...
