From what I've seen there is no app that allows someone to screen record without rooting. Rooting is not something that will harm or affect your tablet negatively, you can root your tablet and keep everything the way it was. Although on a Samsung tablet like I have you cannot update your tablet...

I absolutely love programming and this tablet would make things so good. in the picture is my raspberry pi, I love this for it's portability and it lets me get my programming done. the hp slate book would be an awesome help.
