I had the same issue and solved it without a reset. Go to Accessibility under Settings and check "Auto-rotate screen." You can then go back to Display and uncheck Smart Rotation. If you go back to Accessibility and uncheck Auto-Rotate, it will not re-check Smart Rotation. Hope this helps.
