Yeah 'power button + volume up + home button' . I wipe cache partition too. nothing works.

That's the problem. I cannot access anything. Stuck on Accept privacy policy page. Can't go to settings or anything. Even on the safe mode.

Yes I can use safe mode but still cannot pass that step. Still says Setup Wizard has stopped.
