Looks like Samsung updated the Gear App. Now in weather settings on the phone you can see when it last updated. I hit the refresh button on the Gear app and it updated the temperature and that got sent to my Gear S2. The true test will be if this updates regularly but it is looking promising...

I've pretty much tried everything. "Use Current Location" is on in phone weather widget. I guess the only thing would be the phone. Really frustrating. Samsung did fix the low step count with a firmware update so hopefully they are monitoring things and will fix it.
