I have the same issues on my 2020 Subaru Forester, the Waze app gives me exactly the same answer and I am not able to start it when connected to the car by a cable. The waze app won't start on my phone Samsung Galaxy S20 either (only when connected to the car, otherwise works fine). No solution...
