I think it started with the s7...thats for devices in Canada though, I don't know what it's like for other countries.

When you put in a sim card for the first time, the phone does a factory wipe and installs the carrier settings. This only happens on the first time. Also, the phone locks to the carrier as well after inserting the sim for the first time.

I've been using my S8+ all day today...and I think I will be returning it. It's a really nice device and I love e the big screen, but I prefer the feel of my G6 more.
