I have xfinity, and I have a EVO 4G LTE and HTC ONE 8M. My EVO would always have 40Mbps down and my HTC ONE would always get 21Mbps down. The one thing that worked for me was to turn OFF my bluetooth. The bluetooth was turned off on my EVO, as soon as I turned it off on my HTC one instant...
