Same problem with my Moto G7 Power. If I disable screen lock, the "Back up now" button is available. When I enable screen lock, it goes away again.

Try disabling screen lock. I have a G7 Power and if screen lock is on, it won't back up and the "back up now" button is greyed out. If I disable screen lock, the button becomes available and I can backup the phone. I actually can't install my work apps on the phone because my work's security...
