    preinstalled I'm going to assume I haven't installed it. The previous owner of the phone said he netwrok unlocked the phone. Could that be the problem?

    I am getting this message on my phone to. Except when I tap "okay" it immediately reappears. I have tried restarting numerous times (forced because I am unable to normally), and have forcefully factory reset the device. And it still appears any suggestions?
