Definitely not true for my s5 that just got an update 2 days ago. That option to force it to always ask does not exist here. It makes it look like there is a per-application choicen and I tried that with a few apps, but it totally ignores that choice as if I had tapped nothing.

Definitely not working today; may be out of date.

This doesn't work on my phone. I did these things, but the Email app from Microsoft is still here, with no uninstall option. My guess is that these instructions are out of date now.
