To the OP. You don't need to be rooted to get the developer USB settings. Go into system settings/about phone/build number - press build number 7x to enable developer options. Then back one page to the now visible developer options and enable USB debugging mode. Do some reading, at...

The Google images have to be installed via ADB. If one is rooted you'll lose root. If you head over to XDA there are some 4.3 zips that can be installed via recovery. Or, you could use the delete data trick on Google Play Framework, forcing the OTA to prompt you to install the update...
