You could try Tasker. When a call comes in from a unwanted number, let Tasker answer the phone and after 0.5 seconds hang up. That way they won't go to your voicemail. You'll still have a problem with anonymus calls though.

If you are a user of the Tasker app, there is a way to automatically click OK in the warning dialog as soon as it appears. If you don't use Tasker, I don't think you can get rid of this warning (it will also reappear if you don't reboot after a certain time)...

Re: Notification Tray Drops During Calls/ Always On Display Just a thought: The notification tray drops down if you swipe your finger down on the fingerprint scanner. Don't you do that accidently when removing the phone from your ear? You can switch this off in the phone settings.
