Found a fix on Facebook>AT&T. Change your SMS Service Center number to +13123149810 Fixed mine. https://www.facebook.com/ATT/posts/10152003286388909

I'm experiencing the same thing. I have an HTC One. I can receive texts.. at least I received one from my wife's iPhone. AT&T is my carrier.
