Yes, you should be able to find Free apps on other portals than Google Play. As soon as you'd want to buy something or upgrade to Premium, you'd have to have a Gmail account, though.

Sorry, I think you're out of luck here, since most of the data used for a game/app live in a "sandboxed" environment, out of reach for the file system. If it's at all possible to transfer the data, your only chance is probably to go via Google Play somehow.

I had the same problem with a refurbished phone, but for me it was enough just to inform the people calling that the previous owner wasn't available at this number anymore. Took, say 6 months, then the calls stopped.
