There is an issue tracker for that issue. I'm in Germany had the same problem, I didn't roll back, no factory reset, the worst case for me, so I searched in the internet and found out a way the solve that issue without reset.

You should give the Nokia 9 a try. Good hardware and 128GB of memory and Android one. The 7.1 has not that power what I prefer. I'm also thinking about the Nokia 9 but I'm not a friend of that size. I like the size of the Pixel 3 but this year I'm very unhappy with the Pixel line.
