I believe the phone will reduce battery charge rate to keep temps in check. If you are trying to fast charge and turning on a hot spot, that's a lot of power going through the device and it'd get pretty warm.

In general you should avoid getting much below 40. There's a large post on AC explaining the details about why not to always drain it so low
