The default settings for note 3 cam is 9.6 mp to fit the screen ratio. But I have to say, you did take it in low light indoors. That factor may have affected your photos.

Your computer must have low power on the USB outlet (maybe not updated) thus resulting to not charging your phone. That happens to me as well so now I charge via the wall cable.
