It's definitely Xfinity. ANYTHING Xfinity, apparently. Not one occurrence of this annoyance for months after uninstalling their voicemail app. In a moment of temporary insanity, I installed the Xfinity "TV anywhere" app, and sure enough, I started getting random starts of the DoggCatcher...

** THAT'S IT!! ** After reading this about a week ago, I uninstalled the Xfinity app, and this constant annoyance has ceased. I can live without the Xfinitity app a whole lot better than I can with media players randomly stopping ... and worse, starting at the worst possible times.
