I use the WeatherBug app, which has the same feature, it seems to track fine. Perhaps give that a try to see if it's maybe just the AccuWeather app that's the problem.

Assuming that you've pulled the battery and done a fresh start up, it is most likely a hardware problem.

When I have had this it has turned out to be a "runaway" app. As Belodion suggests above check the battery stats after it has run down and you should see the culprit there.

Smart lock will also do this if you have it set to unlock while on your person.

On mine if you turn down the "touch feedback and system" volume to zero you won't hear the battery full sound. I use Tasker to turn off the notification light and set the System volume to zero during the night so I can charge at night and no sounds or lights bother my sleep. Works every night.

Out of curiosity, why power down the tablet? I only turn mine off when I'm transporting it packed in luggage or something like that. I have a cover for mine and when I close the cover it goes to sleep (dark but still on) and when I open the cover it instantly comes to life. I leave it that way...
