I have pretty the same Wifi issue on my Nexus 4. I don't have internet through wifi router at home on Nexus 4. The wifi notification icon shows the signal bars (but most time it's in gray color - means disabled instead of blue - active). Other devices - android phones, tablet, laptops and xbox...
