to AsREDaS ... my s4 mini doesn't have a notification led on the front, nor does it have a message -> settings option to flash the camera lite on the back upon receipt of a message as you indicate. my phone is running android 4.4.2 and I'm in Canada. see my post in this same s4 mini subforum...

I've installed the LED blinker notification app on my s4 mini also. it seems to do a reasonable job. it does have a couple of bugs which I've submitted to the app author, including my suggestions for some improvements.

i had the same issue with my samsung s4 mini. the solution was to unmute in settings -> my device -> sound -> volume -> notifications. i don't recall how this setting became muted, although it seemed to start after i had installed a led blinker notification app.
