Aww shame, back on marshmallow, there used to be an option in the ui tuner which would over ride these notifications no matter what app you used. ☹️

I assume you are looking for this screenshot here, I also added the same settings screenshot from the Android messages app which has the priority setting option shown in the picture where as the Fb messenger doesnt have the relevant setting. Is it really that hard to get rid of the banner...

I'm using the Sony XZ2 if that matters, anyway I dont find anything like what you said, all I can do is turn them or off, allow sound and have lights no way to set the importance, this is getting really annoying now, is there really a way to block this notification style for Facebook messenger...
