Not sure what you mean by Accounts/email or accounts/exchange. Oreo shows email and other accounts like Dropbox and Twitter under system settings/"users and accounts". Outlook no longer appears there, and now it's not possible to sync outlook exchange contacts. The OP and I are looking for help...
