is it possible that an ISP can block push notifications?

I'm currently live in Oman, recently for the last 2weeks I along with my friends and everyone in my office that use an android phone have stopped receiving notifications from majority of the applications on our phones. For eg. to receive an email on gmail we need to open the gmail application...
