Moving Big Games to SD card is still an issue on Moto E. Otherwise you can install more than 20 apps if you move all media (pics, videos, songs, downloads) to SD card. Make sure to clear unwanted files in internal storage. Posted via the Android Central App

I also have Moto E. But I didn't have any issues moving apps to SD card. If you are using ART Runtime, you can't move a single app to SD. If you are on Dalvik, which is normal Runtime mode for every phone, apps can be moved. To check Runtime, go to Settings=> Developer Options=> Select Runtime...
