I have the same problem with my ringtone and system volume. I tried Volume Control+ it didn't work. I tried recovery and wiped cache data partition to no avail. Now I tried to freeze my apps one by one and Wheel Volume app seems to be the culprit. Switching from sound on to Silent mode then back...
