I had the exact same issue as you and since I kept my phone between 30 to 80% I didn't realize this issue was happening.. I tried several different charging methods with no avail until it happened again and I charged the phone from the usb 2.0 port on my computer, so it got a low 0.5A charge...

Re: Keyboard caze Just did a quick google. "According to Samsung and this review (down near the end of the review), the 8" and 10" Galaxy tab 3s have OTG, but apparently the 7" does not." Since yours is the 7" your out of luck with any OTG features, Bluetooth might be an option tho.

Re: Keyboard caze Check and see if your model has usb OTG support, it may not which is why it isn't working on that model but does on others.
