I have unlimited data, so that's not the problem. Must be something else. I've tried all of the suggestions made in this strong and others: Background data enabled, cleared cache, uninstalled and reinstalled, etc. Still won't work. Something else changed likely because of some system software...

I have an S4 on Verizon with hi quality deselected and have the same problem.
